Nostradamus' quatrains are, at times, exact to the point. Some are symbolic and some are not clear. However, there are some, especially the presented one which is accurate.

Read the quatrain over again....and again...think of geography of the Mongol Empire, think about the year, think about the political system which may harbor such an outcome. The political environment and geography eliminates choice (b). The next person of the choices of options is (a). Saddam Hussein is mentioned in C1:Q94 along with ISIS terrorist organization (it seems that Nostradamus predicted Iraq and the rise of ISIS in the 1500s). Osama Bin Laden is off the list as well (c). The geographic boundary eliminates him as the correct choice. Both Osama Bin Laden and Imam Khameini are eliminated because they were around before 1999. They both were well known among their peers.
Russia fits the geographical region and this leaves two choices: (d) or (e) ?
Vladimir Putin comes close to be identified as the 'King of Terror' however he is mentioned in another quatrain (C6:Q21). President Putin did come into power in 1999. However, he did not show up "out of the sky" or "out of the blue". There was no surprise concerning Putin coming into power in Russia. Vladimir Putin was well known among his peers especially outside of Russia.
Igor Vsevolodovich Girkin or Igor Ivanovich Strelkov was a Russian officer involved in the Bosnian conflict in the early 1990s. He was blamed for the Malaysian Airlines flight 17 incident in July 17, 2014. The previous seems to fit Nostradamus hint - "from the sky".
Finally, Igor became popular in 1999 for his written memoir concerning his participation in the Bosnian conflict. The earlier hint - "seven months" - is a direct point to the month of July in which Malaysian Airlines flight 17 was shot down.
Say, the meaning of "SEPT" is the 9th month rather than the 7th. The creation of the Slavic Union occurred on the month of September 1999 by Dmitry Nikolaevich Demushkin. Nostradamus must have seen this coincidence that he had to mention it within the quatrain so the "King of Terror" could be pointed out.
Now, even if someone was to defend Igor and say he was not responsible for the incident, it does not excuse him for being Nostradamus' "King of Terror". It was Nostradamus way of hiding hints and description of the person he was describing. Nostradamus may have simply referred to the controversy but still pointed him out as the "King of Terror".
The other evidence is the Slavic Union which covers or comes close to the Geographic region covered by the past Mongol Empire. Igor is an advocate of both the Slavic Union and Russian monarchism. The latter points directly to "King" and the former to parts of the geographical region of the Mongol Empire. As a final evidence, let us all observe the region in which the proposed "Slavic Union" covers:
Igor Girkin or Igor Strelkov is the "King of Terror" mentioned in Century 10 Quatrain 72. If and when he takes power, Russia will no longer be a civilized country but rather more uncivilized and barbaric towards its neighbors.
